Leadership
Stewart R. Cades, President and CEO, manages U.S.-based administration, contract negotiation, and representation to clients such as USAID and the World Bank and oversees all contracts and subcontracts entered into by OSC. Stewart has over 25 years experience in international business and public education. He received a Masters of Education from Temple University, an L.L.B. from the University of Pennsylvania School of Law, and a B.S. in Economics from the Wharton School at the University of Pennsylvania.
Robert L. Arsenault, Vice President and COO, manages technical staff and deliverables for all OSC business. Bob has over 20 years experience designing and implementing public education programs for a variety of public sector, international development and private clients. Bob received an MA in South Asian Studies from the University of Washington, and a BA in Religion from Gettysburg College.
Joseph Keohan,Vice President for Operations. Joe is the lead point of contact and headquarters supervisor on OSC’s major subcontracts with multiple prime contractors, simultaneously managing all contractual, personnel and administrative issues around the world. He has been with OSC since 1998. Joe received his Bachelor of Arts, in Zoology and English, from the University of Vermont.
Ryan Crow,Technical Director.Ryan provides start-up and day-to-day home office management oversight of all ongoing OSC projects, as well as field-based short-term technical assistance. Ryan joined OSC in 2008. He earned his Master of Science in Political Science from the Massachusetts Institute of Technology and Bachelor of Arts degree in Biology and Anthropology from Bowdoin College.
Christopher Wild,Senior Director, Programs. Chris leads the OSC business development efforts to increase partnership on USAID programs worldwide. He has worked with OSC since 2003. Chris has his Master of Arts in International Relations and Economics from Johns Hopkins School of Advanced International Study, and a Bachelors of Arts in English and Russian from Hobart College.
