Stewart R. Cades
Manages U.S.-based administration, contract negotiation, and representation to clients including USAID and the World Bank. Stewart has over 25 years’ experience in international business and public education. He received a Masters of Education from Temple University, an L.L.B. from the University of Pennsylvania School of Law, and a B.S. in Economics from the Wharton School at the University of Pennsylvania.
Robert L. Arsenault
Manages technical staff and deliverables for all OSC business. Bob has over 20 years’ experience designing and implementing public education programs for a variety of public sector, international development and private sector clients. Bob received an MA in South Asian Studies from the University of Washington, and a BA in Religion from Gettysburg College.
Allen J. Model
Allen leads OSC’s strategic and financial planning. He has extensive experience in real estate, finance, and investment having served on the boards of numerous companies, corporations, and schools, as well as organizations concerned with the arts, service, and the environment. A graduate of Harvard, he earned a Masters of Social Work from Columbia and a J.D. from the University of Pennsylvania School of Law.
Tsilina Aybin
Leads Contracts/Grants Management, Finance and Accounting functions for OSC’s projects in Africa, Asia, Latin America, and Eurasia. Tsilina has over 5 years of experience in Contacts/ Grants Management, Financial Planning, Performance and Control. She earned her master’s degree in Business Administration from Drexel University and a bachelor’s degree in Accounting from Temple University. Tsilina has worked extensively on USAID and private sector-sponsored projects.
