USAID Democratic Republic of Congo Monitoring, Evaluation, and Learning Activity
OSC seeks well-qualified applicants for a Chief of Party (COP) for the anticipated USAID Democratic Republic of Congo Mission Strategic Support Program. The purpose of this contract is to holistically assist the USAID/DRC Mission in its overall monitoring, evaluation, and collaborating, learning and adapting (CLA) needs. This contract will support USAID/DRC across multiple technical areas and emphasize Mission-wide learning.
Position Description
The COP will provide overall project leadership, oversee management of staff and consultants, work plans and other project documents, and serve as the project’s primary point of contact for USAID. S/he should have demonstrated broad management and team building experience; deep technical knowledge of monitoring (including TPM), evaluation, and learning activities for international development activities; and experience in DRC. This is a long-term position based in Kinshasa, DRC.
Qualifications:
- Master’s degree in areas such as evaluation, organizational development, international development, economics, or related social science discipline
- Demonstrated knowledge of monitoring, evaluation, and/or CLA in fragile and post-conflict settings
- Minimum 10 years of experience working in international development on monitoring, evaluation, and learning programs
- Progressively responsible experience managing complex donor-funded projects, including M&E; USAID experience strongly preferred. At least three years of progressively responsible supervisory work experience, including direct supervision of professional and support staff
- Excellent oral and written English and French language communication skills

USAID Democratic Republic of Congo Monitoring, Evaluation, and Learning Activity
Overseas Strategic Consulting, Ltd. is seeking multiple experienced monitoring, evaluation, and learning specialists for the USAID Democratic Republic of Congo Mission Strategic Support Program.. The objectives of the anticipated activity are to assist the USAID DRC Mission with strategy-, project-, and activity-level performance monitoring, evaluation, and learning including independent field-based monitoring, data quality assessments, data gathering and verification, impact and performance evaluations, assessments, collection of select country context indicators, organizational learning, and improving knowledge management across a range of sectors. Positions may be full-time or short-term consultancies depending on the requirements of the project.
OSC is seeking specialists with extensive experience in designing and conducting monitoring and evaluation projects. Well-qualified applicants will have past experience in research design, report writing, drafting data collection tools, data analysis, and data confidentiality. Applicants should have proven progressive experience with international organizations in designing, implementing, and overseeing monitoring and evaluation tasks in complex international development contexts. A relevant bachelor’s or master’s degree and French fluency are required. Experience implementing USAID-funded projects is preferred.

Third Party Monitoring Specialist: responsible for leading supervision and management of TPM efforts, including planning TPM work processes, routine monitoring of TPM, and updating of TPM implementation strategy
GIS Specialist: Responsible for capturing, database management, and sharing of spatial data/information to support monitoring and evaluations field operations
Capacity Building Specialist: Design and manage capacity and learning needs assessments, curricula, and learning tools to improve MEL competencies
Collaborating, Learning, and Adapting (CLA) Specialist: Responsible for learning and knowledge management activities, including event facilitation, learning plans, and stakeholder engagement

USAID Honduras Monitoring, Evaluation & Learning and Collaborating, Learning & Adapting Activity
Position Description
Overseas Strategic Consulting, Ltd. is seeking an experienced technical proposal writer for the anticipated USAID Honduras Monitoring, Evaluation & Learning and Collaborating, Learning & Adapting Activity proposal. This activity will provide USAID/Honduras with project and activity evaluation, performance monitoring, knowledge management, communications, and performance management support services in alignment with the USAID Automated Directives System 201, USAID’s Evaluation Policy, and the Journey to Self-Reliance.
OSC is seeking candidates with experience writing USAID technical proposals for monitoring, evaluation, and learning activities. Applicants should have proven experience with proposal writing and with supporting monitoring and evaluation technical services in international development contexts. Experience working on USAID programs in Latin America is preferred. A relevant bachelor’s or master’s degree is required; Spanish fluency is preferred.
The Technical Proposal Writer will support OSC’s bid for the USAID/Honduras Monitoring, Evaluation, and Learning solicitation by providing technical advice and writing support to the proposal effort, as requested by the OSC proposal team. Specifically, the Technical Proposal Writer will:
- Review background material and conduct research to gain an understanding of the country context
- Develop a proposal outline
- Annotate technical approach sections
- Develop drafts of the technical approach and other relevant sections of the USAID/Honduras MESCLA Proposal
- Other capture and proposal and review work as required
Qualifications:
- Strong background in monitoring, evaluation, and learning for USAID programming
- Experience as lead technical writer for USAID proposals
- Experience supporting USAID or other development programs in Latin America (preferred)
- Fluency in English (required) and Spanish (preferred)
